I don’t think there is any free host that will allow you to do this.
Have you tried blogspot and wordpress? may be they have those features but i am not sure about that.
To achieve this you have to buy web hosting space. Have you tried webhostingpad.

No free host will allow you to host vbulletin. You can check review of top ten web hosts at website like http://sarkiswebdesign.com/webhosting.htm ,etc .

Free host are all about bait and switch – they give you the bare minimum for free, and then get you to pay $$$ for the upgrades like PHP and MySQL and bandwidth.
Go with a strong and reputable hosting company that includes everything upfront at a reasonable rate.
I run several websites and the best hosting company out there is probably Webair. http://hits.webair.com/cgi-bin/redir?pd_…

possibly 000webhost.com, if you want a free one, I am not sure, but if you are looking for one that has better uptime and is faster and also has more space so you can host not only your forum but also some files, use hostmonster.com
I heard they have a deal of $6 for 36 months, I think it has unlimited space, but correct me if im wrong, try contacting them first so you don’t get a fake deal, but they are a very trusted host.
