If you have a static IP Address you can point a domain to your IP Address.
You need to open port 80 on all of your firewalls, and install a webserver app (Example Apachie or Abyss(Both Free)). After that just place the files you want people to see in your “public_html” or “httpdocs” file.
BEWARE: Several (If Not All) Internet Service Providers DO NOT Allow This. It Violates Their Terms of Service(TOS)
